HELD JANUARY 3, 2019

CALL TO ORDER

Supervisor Timothy Teifke called the organizational meeting for 2019 to order at 4:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Curcio, Councilman William Rombough, and Supervisor Timothy Teifke present. Councilwoman Patricia Prosser absent.

Assessor Position: The supervisor will be meeting with Warren Wheeler to discuss his interest in the assessor position.

Highway Personnel: The highway superintendent informed the board that a couple of the seasonal people have found other jobs. He is planning to replace one of them.

Union Contract: Motion by Dan Barney, second by William Rombough, to go into executive session at 4:36 to discuss the negotiation of the union contract. Bob Parkhurst: stated that his salary and benefits are negotiated at budget time as required by law and it is not fair for the board to now try to take benefits away. He also stated that as an elected official the board is not his boss, and that it is his responsibility to assign work to his employees and make decisions on spending and what work will be done.

Scriba Water Billing: The attorney has researched what the Town can legally do about unpaid water bills. The unpaid water is legally a lean against the real property and must be re-levied on the tax bill for the property. The attorney will draft an amendment to the current law regulating water districts to include enabling legislation allowing the Town to turn off water for delinquent accounts including the notification procedure.

NEW BUSINESS
Health Insurance: Motion by William Rombough to table the matter. There was no second. Motion by Mary Curcio, second by William Rombough to accept the agreement with the Teamsters to provide health insurance for the personnel covered by the union contract. Insurance Co Recommendations: The insurance company has sent the Town some recommendations to reduce the Town’s risk. They are all computer related. The company that does the Town’s IT work will be asked for recommendations.
Water District Update: The attached report on the progress on Water District #8 and Water Service Area #9 was read.
Water District #8 Budget Amendment: Motion by Dan Barney, second by Mary Curcio, to accept the attached resolution adjusting budget items for Water District #8. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Annual Report: The annual report for 2018 has been filed with the state and is on file in the town clerk’s office.

McFee Meeting: Mary Curcio will attend a brainstorming session with McFee Ambulance on February 27th.

Hall repairs: Motion by Mary Curcio, second by William Rombough, to replace the ceiling tiles in the highway superintendent’s office. The handyman is working on an estimate for resurfacing the desks in the town clerk’s office.
Fiscal Responsibility Committee: Motion by Dan Barney, second by Timothy Teifke, to form a Fiscal Responsibility Committee consisting of Councilman Dan Barney, Councilman William Rombough, Highway Superintendent Robert Parkhurst and Deputy Town Clerk Jennifer Woolson. Assessor Appointment: Warren Wheeler will be invited to attend the next meeting.

Water Billing: The Town’s Attorney presented a proposed procedure to be added to Local Law #2 of the year 2017, Management, Control and Operation of Water Districts and Water Service Areas in the Town of New Haven.

McFee Meeting: Mary Curcio gave a report on the meeting between McFee Ambulance and the Towns they serve. Three towns meet with McFee. McFee is working on a presentation showing how they got to were they are and what needs to be done.

Fiscal Responsibility Committee: Dan Barney gave a report on the progress made by the Fiscal Responsibility Committee.

 

NEW BUSINESS

WSA#9 Funding Offer & resolution: Motion by Mary Curcio, second by Dan Barney, to accept the attached resolution continue the application to Rural Development for funding for proposed Water Service Area #9 and to hold a public hearing and vote on the district. Rhea Keller-Kinittel: Asked the board to let her know what citizens can do to help with Water Service Area #9.

Legislator Patrick Twiss: Informed the board that the stated aid has been restored assuming the Governor signs it. He told the board that the state is requiring the county to go to electronic poll books with no funding from the state. The IJC currently does not have enough members to meet. The new appointments should be made soon. The rabies clinic schedule for the year is out.

Dan Barney: Thanked the town officials for the flowers sent for his father’s funeral.
