NEW HAVEN TOWN BOARD MEETING

HELD DECEMBER 17, 2019

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for December 17, 2019 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, and Supervisor Timothy Teifke present. Councilman William Rombough, absent. Motion by Patricia Prosser, second by Dan Barney, to accept the minutes as presented. AUDIT OF TOWN BILLS (Click to View Document)

General Bills: vouchers #316 – 344, totaling $ 18,010.21, were duly audited.

Highway Bills: vouchers #176 - 189, totaling $ 30,564.72, were duly audited.

Street Lighting Bill: voucher #315, totaling $ 358.84, was duly audited.

Water District # 8 Bill: voucher #27, totaling $ 390.06, was duly audited.

Water District # 9 Bill: voucher # 18, totaling $ 1,800.00, was duly audited

Motion by Dan Barney, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Fund Balance Policy: Tabled.

Site Plan Review Ordinance: The Town’s Attorney has looked at the changes recommended by the Planning Board to the Site Plan Review Ordinance. The Planning Board will be reviewing his comments.

McFee Ambulance Contract: The Town’s Attorney will amend the contract with McFee Ambulance to make quarterly payments. The amended contract will be sent to McFee for their approval.

 

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #9. (Click to View Document)

Audit: Motion by Patricia Prosser, second by Mary Curcio, to accept the proposals from Ferguson and Company to audit the 2019 books for the Town Supervisor, Town Clerk and Court. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Truck Purchase: Tabled

Budget Amendments: Motion by Dan Barney, second by Patricia Prosser, to accept the attached budget amendment #A4-2019 moving money from the contingency fund to the accounts for bank fees, central communications and insurance. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Motion by Patricia Prosser, second by Mary Curcio, to accept the attached budget amendment #DA3-2019 increasing the services for other governments, capital outlay, retirement and coveralls & rags accounts. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Motion by Dan Barney, second by Mary Curcio, to accept the attached budget amendment amending the resolution passed on October 8, 2019 transferring funds to pay off the lease on a truck. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Organizational/Year End Meeting Date: Motion by Dan Barney, second by Patricia Prosser, to hold the year end / organizational meeting on January 7, 2020 at 5:30 and a workshop meeting to discuss the Fund Balance Policy at 4:30. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Computer Upgrades: Motion by Mary Curcio, second by Patricia Prosser, to have Computer Outlet North upgrade the hard drives and operating systems on all the Town’s computers with a limit of $2,000.00. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Planning Board Member: Motion by Patricia Prosser, second by Mary Curcio, to appoint Karen Valentino as an alternat on the Planning Board. Her term will expire 12/31/2021. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Town Board/Planning Board Member: The possibility of passing a local law to allow a Town Board member to simultaneously serve on the Planning Board was discussed. No action was taken.

Shared Services: Motion by Dan Barney, second by Mary Curcio, to allow the County to use the town's air time that is included in our contract with Spectrum to promote the Census. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Resolution to Submit Comptroller Application: Motion by Patricia Prosser, second by Dan Barney, to accept the attached resolution to submit the application to the State Comptroller for Water Service Area #9. Recognition of Out Going Officials: The board and the Town’s Attorney thanked outgoing Councilwoman, Mary Curcio and Town Clerk, Debra Allen for there service to the town.

 

VISITORS

Brad Rombough: Has been talking to our state representatives about the money to reimburse homeowners on the lake for damage from this year’s flooding. Basically, what he has been told is that the fund is already out of money. He is frustrated that there are not enough funds are being allocated. He also stated that most of the state officials he spoke with have been helpful.

Linda Bond-Clark: Asked if the Town receives water quality reports for the water districts.
