NEW HAVEN TOWN BOARD MEETING

HELD OCTOBER 15, 2019

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for October 15, 2019 to order at 6:05 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Patricia Prosser, second by Dan Barney, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

AUDIT OF TOWN BILLS (Click to View Document)

General bills: vouchers # 264-286, totaling $ 10,831.64, were duly audited.

Highway bills: vouchers # 136-155, totaling $126,996.99, were duly audited.

Street Lighting bill: voucher #270, totaling $314.06, was duly audited.

Water District # 2 bill: voucher # 23, totaling $600.00, was duly audited.

Water District # 4 bill: voucher #24, totaling $10,667.25, was duly audited.

Water District # 5 bill: voucher # 25, totaling $6,806.25, was duly audited.

Water District # 7 bill: voucher # 26, totaling $7,126.87, was duly audited.

Water District # 8 Bill: voucher #22, totaling $250.00, was duly audited.

Water District # 9 bill: voucher # 16, totaling $10,000.00, was duly audited.

Motion by William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Scriba Water Billing: Tabled.

McFee Ambulance: Was addressed in the budget workshop.

Financial Advisor Contract: Motion by Patricia Prosser, second by Mary Curcio, to approve the contract with Peggy Mousaw for financial consulting. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

NEW BUSINESS

Fund Balance Policy: Tabled

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #9. (Click to View Document)

Arial Surveying: Motion by Dan Barney, second by William Rombough, to approve areal surveying for water service area # 9. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Engineering Contract Water Service Area # 9: Motion by Mary Curcio, second by Dan Barney to approve engineering by the C2AE firm for water service area # 9 contingent upon wording being added that C2AE will not approve payments before consulting with the Town. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Public Hearing: The public hearing on the 2020 budget will be held on October 29th at 5:30.

Heating Contract: Motion by Dan Barney, second by Mary Curcio, to approve the repair and preventative maintenance contract with P&J Mechanical Contractors. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Liquor License: Motion by Patricia Prosser, second by Dan Barney, to not oppose the liquor license renewal of Sticks Sports Bar & Grill. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Website Contract: Motion by Patricia Prosser, second by Dan Barney, to approve website contract with I Heart Oswego. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Legislator Report: Legislator Pat Twiss talked about the Criminal Justice Reform passed by the State and the impact it will have on the County. He also talked about other factors affecting the County budget and the fact that Oswego County is on the list of highest drug use in the nation.

Executive Session: Motion by Dan Barney, second by William Rombough, to enter into executive session at 6:54, for the purpose of discussing candidates for the assessor position. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by Dan Barney, second by William Rombough, to come out of executive session at 7:32and reenter regular session. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.
