NEW HAVEN TOWN BOARD MEETING

HELD AUGUST 20, 2019

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for August 20, 2019 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Patricia Prosser, second by William Rombough, to accept the minutes as presented. AUDIT OF TOWN BILLS (Click to View Document)

General bills: vouchers #211-239, totaling $14,895.70, were duly audited.

Highway bills: vouchers #102-120, totaling $19,876.63, were duly audited.

Street Lighting bill: voucher #226, totaling $291.03, was duly audited.

Water District # 6 bill: voucher #18, totaling $19,362.50, was duly audited.

Water District # 9 bill: voucher #10-11, totaling $419.68, were duly audited.

Motion by William Rombough, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Scriba Water Billing: Tabled. We have not heard back from Scriba.

Financial Consultant: Tim Teifke and Mary Curcio will interview the current applicant.

Assessor: The changes discussed by the board will be made to the job requirements and a copy sent to Betsy at real property so that she can share it with potential applicants.

McFee Ambulance: The budget request made by McFee Ambulance was discussed. Members of McFee Ambulance were present and answered questions. (Click to View Document)

Financial Responsibility Committee: Dan Barney reported on the findings of the Financial Responsibility Committee including concerns about the cost of McFee Ambulance and cost saving measures in the highway department.

 

NEW BUSINESS

Water District Update: Jay Berkman was not in attendance but sent the attached report on the progress on Water District #8 and Water Service Area #9. (Click to View Document)

Budget Amendments: Motion by Dan Barney, second by Mary Curcio, to Approve the attached budget amendment # A3-2019 transferring money to pay for the new server. Motion by William Rombough, second by Dan Barney, to Approve the attached budget amendment # HJ1-2019 transferring money to close out the account. Planning Board Resignation: Sherry Sitch has resigned as an alternate on the planning board. The position will be advertised.

Fire Department New Member: Motion by Patricia Prosser, second by Dan Barney, to approve John Polakiewicz as a new member of the fire department. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. (Click to View Document)

Fire Department Calls: In the month of July, 2019 the fire department responded to 39 alarms including 5 motor vehicle accidents, 1 fire, 2 power lines down and 23 EMS.

REDI Planning Committee: Mary Curcio attended a meeting concerning money from the state for repair of damage done by the recent flooding. She reported on the meeting, stating that the money discussed in the meeting is for municipalities but did not have much hope that New Haven would be eligible for any of it.

Possible Land Acquisition: Dan Barney stated that there are two properties down on the lake that are for sale. Either of them would give the Town access to the lake as a future water supply. No action was taken.

 

VISITORS

Linda Bond Clerk: Stated that Menter Ambulance had responded to a motor vehicle accident her husband was involved in in North Volney and that they arrived quickly and did intubate one of the victims. She also stated that there was a potential water supply on Green Rd that was purer than the water from the lake.

Rea Keller-Knittel: Stated that she had the utmost respect for the work EMTs do. She went on to say that there was a world of difference between the presentation done by the fire department and McFee Ambulance. The fire department were very professional. She would also like to see the ration of mutual aid provided by McFee compared to the mutual aid received.

 

EXECUTIVE SESSION

Motion by Dan Barney, second by William Rombough to enter into executive session at 7:23 for the purpose of discussing possible hires for the assessor position and the financial advisor position and the potential offer for the land acquisition discussed earlier and to have Debra Allen and Jennifer Woolson stay for the executive session. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by Mary Curcio, second by Patricia Prosser to come out of executive session at 8:12 and reenter regular session. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.
