HELD JULY 16, 2019
CALL TO ORDER
Supervisor Timothy Teifke called the monthly meeting for July 16, 2019 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Councilman Dan Barney and Councilwoman Mary Curcio absent Motion by Patricia Prosser, second by William Rombough, to accept the minutes as presented. AUDIT OF TOWN BILLS (Click to View Document)
General bills: vouchers # 185-210, totaling $15,260.11, were duly audited.
Highway bills: vouchers # 86-101, totaling $14,815.99, were duly audited.
Street Lighting bill: voucher # 199, totaling $278.45, was duly audited.
Water District # 8 bill: voucher # 8, totaling $22.00, was duly audited.
Water District #8 (SW8): voucher #17, totaling 339.42, was duly audited.
Water District # 9: voucher # 9, totaling $800.00, was duly audited.
Motion by Patricia Prosser, second by William Rombough, to accept the bills as presented and to authorize their payment. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Assessor: Expectations for the next assessor were discussed. A Request for Proposal will be prepared.
Scriba Water Billing: Tabled. We have not heard back from Scriba’s Attorney.
Financial Consultant: Expectations for the next Financial Consultant were discussed. The town’s attorney will contact Scriba’s attorney to see if we can work with them as they also need a new consultant.
IJC Resolution: Motion by Patricia Prosser, second by William Rombough, to accept the attached resolution asking President Trump to renegotiate Plan 2014, pending approval of the resolution by the town’s attorney. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Budget Amendment A2-2019: Motion by William Rombough, second by Patricia Prosser, to accept the attached budget amendment A2-2019 to cover a change in the Town’s disability insurance. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Legislator Patrick Twiss: Reported that the sales tax collected by the county is up. He discussed the flooding and the many meetings that have taken place concerning the issue. He stated that although there is some funding for municipalities it will do little for municipalities in Oswego County as most of the damage has been to residences. So far there is no sign of funding to help residents. The legislature is proposing increasing terms for legislators from 2 years to 4 years. It will be on the ballot for the November election and if passed will take affect with this year’s elections.
Mary Bachignano: Asked the board to please continue to push for help for the residents affected by the flooding.
