NEW HAVEN TOWN BOARD MEETING

HELD APRIL 16, 2019

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for April 16, 2019 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Patricia Prosser, second by Dan Barney, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

AUDIT OF TOWN BILLS ( Click to view document )

General bills: 94 - 126, totaling $36,730.71

Highway bills: vouchers # 36 -51, totaling $ 45,093.63, were duly audited.

Street Lighting bill: voucher # 108, totaling $320.17, were duly audited.

Water District #2 bill: voucher # 13, totaling $5,725.00, was duly audited.

Water District #4 bill: voucher # 14, totaling $31,903.50, was duly audited.

Water District #5 bill: voucher # 15, totaling $22,956.25, was duly audited.

Water District #7 bill: voucher # 16, totaling $17,745.00, was duly audited.

Motion by Timothy Teifke, second by Dan Barney, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Assessor Appointment: Tabled

Disability Insurance: Motion by Patricia Prosser, second by Mary Curcio, to accept the proposal from Eastern Shore Associates to switch the Town’s disability insurance to Shelter Point. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Scriba Water Billing: Scriba’s attorney had some questions regarding how things would work. The Town Attorney will contact him.

Fiscal Responsibility Committee: The committee is going to continue by working with the fire department. The highway department is continuing with its current cost savings plan by not replacing a recent retiree. Insurance costs are being looked at. Discussion with McFee Ambulance is continuing.

 

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water District #8 and Water Service Area #9. ( Click to view document )

Public Hearing on WSA#9: Motion by Dan Barney, second by William Rombough to hold a public hearing on Water Service Area #9 on May 28th at 6:00 pm. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Highway Pickup Truck: Motion by Dan Barney, second by William Rombough to authorize the purchase of a 2019 Ford F50 on state bid from FX Caprara. The price is not to exceed $33,000.00. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Harassment Training: The Town attorney will setup training sessions for all town officials and employees for the new harassment policy.

 

VISITORS

Mike Prosser: Asked if the Fiscal Responsibility Committee has talked to the Fire Department yet. He advised that they should talk to the current president.

Legislator Patrick Twiss:

  • Suggested that in the future harassment training could possibly be done as a shared service with the county.

  • Stated that the IJC appointments have passed in committee, but still need full house approval.

  • The County has opted out of the paper bag tax.

  • The Towns will be getting the AIM funding. However, the money will be coming out of the county sales tax. This will result in both the County and Towns receiving less revenue from sales tax.

  • State mandates accounts for 109% of the county tax levy.

  • Chips funding has been maintained at the same rate as last year. No extreme weather repair funding was approved for this year.

  • Election reforms will be costing the County a huge amount of money.
