NEW HAVEN TOWN BOARD MEETING

HELD MARCH 19, 2019

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for March 19, 2019 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by William Rombough, second by Dan Barney, to accept the minutes as presented. AUDIT OF TOWN BILLS ( Click to view document )

General bills: vouchers # 62 – 93, totaling $ 16,627.07, were duly audited.

Highway bills: vouchers # 24 – 35, totaling $ 46,080.53, were duly audited.

Street Lighting bill: voucher # 70, totaling $ 333.00, was duly audited.

Water District #3 bill: voucher # 11, - totaling $ 323384.00, was duly audited.

Water District #8 bill: vouchers # 10 & 12, - totaling $ 7,169.78, were duly audited.

Motion by Dan Barney, second by William Rombough, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Health Insurance: Tabled

Assessor Appointment: Warren Wheeler will be invited to attend the next meeting.

Water Billing: The Town’s Attorney presented a proposed procedure to be added to Local Law #2 of the year 2017, Management, Control and Operation of Water Districts and Water Service Areas in the Town of New Haven.

McFee Meeting: Mary Curcio gave a report on the meeting between McFee Ambulance and the Towns they serve. Three towns meet with McFee. McFee is working on a presentation showing how they got to were they are and what needs to be done.

Fiscal Responsibility Committee: Dan Barney gave a report on the progress made by the Fiscal Responsibility Committee.

 

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water District #8 and Water Service Area #9. ( Click to view document )

WSA#9 Funding Offer & resolution: Motion by Mary Curcio, second by Dan Barney, to accept the attached resolution continue the application to Rural Development for funding for proposed Water Service Area #9 and to hold a public hearing and vote on the district. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Engineering contract: Motion by Patricia Prosser, second by Dan Barney, to approve the engineering contract with C2AE in the amount of $10,000 for phase 2 preliminary engineering for Water Service Area #9. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Agreement to Spend Highway Funds: Motion by Mary Curcio, second by William Rombough, to approve the Agreement to Spend Highway Funds for 2019. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Disability Insurance: Tabled. The town clerk will attempt to put together information for comparison.

Budget Amendments: Motion by Patricia Prosser, second by Mary Curcio, to accept the attached budget amendment # HK1-2019 moving money the proper accounts for Water Service Area #8 . Motion by William Rombough, second by Dan Barney, to accept the attached budget amendment # A1-2019 moving money to pay for painting the town hall. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Contract Analysis: Mary Curcio explained the benefits to the highway employees and to the Town in the union contract.

VISITORS

Rhea Keller-Kinittel: Asked the board to let her know what citizens can do to help with Water Service Area #9.

Legislator Patrick Twiss: Informed the board that the stated aid has been restored assuming the Governor signs it. He told the board that the state is requiring the county to go to electronic poll books with no funding from the state. The IJC currently does not have enough members to meet. The new appointments should be made soon. The rabies clinic schedule for the year is out.

Dan Barney: Thanked the town officials for the flowers sent for his father’s funeral.

REOPEN MEETING

The meeting was reopened by Supervisor Timothy Teifke at 7:34. Patricia Prosser had left.

Health Insurance: Motion by Mary Curcio, second by William Rombough, to sign the agreement with the Teamsters to provide health insurance for the highway superintendent and the town clerk contingent on the Town’s attorney’s approval of the contract.
