NEW HAVEN TOWN BOARD MEETING

HELD FEBRUARY 19, 2019

 

CALL TO ORDER
Supervisor Timothy Teifke called the monthly meeting for February 19, 2019 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilman William Rombough, and Supervisor Timothy Teifke present. Councilwoman Patricia Prosser absent. Motion by Dan Barney, second by William Rombough, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS 

General bills: vouchers # 19 - 61, totaling $ 24,618.06, were duly audited.
Highway bills: vouchers # 10 - 23, totaling $ 35,378.97, were duly audited.
Street Lighting bill: voucher # 38, totaling $ 389.21, was duly audited.
Fire Protection bills: vouchers # 27 & 28, Totaling $ 228,891.00, were duly audited.
Water District #1: voucher # 4 - totaling $ 7,933.35, was duly audited.
Water District #2: voucher # 5 - totaling $ 268.09, was duly audited.
Water District #3: voucher # 6 - totaling $ 27,875.51, was duly audited.
Water District #4: voucher # 7 - totaling $ 2,736.24, was duly audited.
Water District #5: voucher # 8 - totaling $ 4,141.86, was duly audited.
Water District #6: voucher # 2 & 9 - totaling $ 56,618.69, were duly audited.
Water District #8: voucher # 3 - totaling $ 4,560.00, was duly audited.
Water District #8: Construction vouchers #1 - 2 - totaling $ 2,677.85, were duly audited.
Motion by William Rombough, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS
Scriba Water Billing: The attorney has researched what the Town can legally do about unpaid water bills. The unpaid water is legally a lean against the real property and must be re-levied on the tax bill for the property. The attorney will draft an amendment to the current law regulating water districts to include enabling legislation allowing the Town to turn off water for delinquent accounts including the notification procedure.

NEW BUSINESS
Health Insurance: Motion by William Rombough to table the matter. There was no second. Motion by Mary Curcio, second by William Rombough to accept the agreement with the Teamsters to provide health insurance for the personnel covered by the union contract. Motion by William Rombough, second by Dan Barney, to table the agreement with the Teamsters to provide health insurance for the town clerk and highway superintendent. Assessor Clerk Appointment: Motion by Dan Barney, second by William Rombough, to Appoint Warren Wheeler as assessor clerk from January 1, 2019 through February 28, 2019. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Insurance Co Recommendations: The insurance company has sent the Town some recommendations to reduce the Town’s risk. They are all computer related. The company that does the Town’s IT work will be asked for recommendations.
Water District Update: The attached report on the progress on Water District #8 and Water Service Area #9 was read.
Water District #8 Budget Amendment: Motion by Dan Barney, second by Mary Curcio, to accept the attached resolution adjusting budget items for Water District #8. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Annual Report: The annual report for 2018 has been filed with the state and is on file in the town clerk’s office.
Meeting Room Chairs: Motion by William Rombough, second by Mary Curcio, to order an additional 16 chairs for the meeting room and try to get grant money to buy the remainder of the chairs. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Fire Department New Member: Motion by Timothy Teifke, second by Dan Barney, to approve Noelle Brockwell as a new member of the Fire Department. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
McFee Meeting: Mary Curcio will attend a brainstorming session with McFee Ambulance on February 27th.
Town Clerk Schooling: Motion by William Rombough, second by Dan Barney, to allow the town clerk and deputy clerk attend the town clerk conference May 6th & 7th in Syracuse. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Hall repairs: Motion by Mary Curcio, second by William Rombough, to replace the ceiling tiles in the highway superintendent’s office. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. The improvements in the restrooms will be included in a grant application. The handyman is working on an estimate for resurfacing the desks in the town clerk’s office.
Fiscal Responsibility Committee: Motion by Dan Barney, second by Timothy Teifke, to form a Fiscal Responsibility Committee consisting of Councilman Dan Barney, Councilman William Rombough, Highway Superintendent Robert Parkhurst and Deputy Town Clerk Jennifer Woolson. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
