NEW HAVEN TOWN BOARD MEETING

HELD NOVEMBER 20, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for November 20, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilman William Rombough, and Supervisor Timothy Teifke present. Councilwoman Patricia Prosser absent. Motion by William Rombough, second by Dan Barney, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers #298-328, totaling $ 57,071.17, were duly audited.

Highway bills: vouchers # 179-196, totaling $ 67,134.21, were duly audited.

Street Lighting bill: voucher #309, totaling $ 320.36, was duly audited.

Water District # 4 bill: voucher #36-40 totaling $ 1,032,137.92, was duly audited.

OLD BUSINESS

Town of Scriba Water Billing: Supervisor Teifke has contacted the Scriba Water Department. They are looking into the legalities of what we are asking them to consider.

Water Billing for Water District # 8: Motion by Mary Curcio, second by Timothy Teifke, to adopt the attached regulations for Water District #8. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Water Supply Agreement with Mexico: The counter offer has been sent to the Town of Mexico. We are waiting for a response.

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water District #8 and Water Service Area #9. The pressure reducing valve on Leavitt Rd needs maintenance. This may correct the pressure problem. ( Click to view document )

McFee Ambulance Contract: Motion by Mary Curcio, second by Timothy Teifke, to accept the contract with the Donald McFee Memorial Ambulance Service in the amount of $20,908.68 to provide ambulance service for the Town for 2019. Motion by William Rombough, second by Mary Curcio, to accept the attached resolution # DA3-2018 increasing sale of equipment and NYS retirement. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Comprehensive Plan Committee Resignation: Dan Allen informed the board that he wished to resign from the Comprehensive Plan Committee for personal reasons. Motion by Dan Barney, second by William Rombough, to accept Dan Allen’s resignation from the Comprehensive Plan Committee. Union Contract Negotiations: Motion by Dan Barney, second by William Rombough, to go into executive session to discuss negotiation of the union contract at 6:46. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Motion by Dan Barney, second by William Rombough, to come out of executive session and re-enter regular session at 7:14. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.
Financial Projections: Motion by Mary Curcio, second by William Rombough, to higher Tory Biladau for up to 10 hours at $150 per hour to do financial projections concerning the union contract. Dan Barney, Aye; Mary Curcio, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

VISITORS

Betty Warren: Questioned why they were not notified to come to court to testify in a recent barking dog trial. The Town’s Attorney stated that the case was not dismissed. The case was adjourned in contemplation of dismissal for six months. Mrs. Warren also informed the board that they have a problem with the neighbors playing loud music all night and that there are people in the neighborhood living in campers.

Fred Wilbur: Stated that his term on the Planning Board expires at the end of the year. He would like to be reappointed.

Tim Searles: Stated that the negotiation of the union contract is not progressing. They have not heard from the Town is sometime and the Union was considering fileing an Unfair Labor Practices case. Mary Curcio responded that we cannot discuss contract negotiations in open session.
