NEW HAVEN TOWN BOARD MEETING

HELD OCTOBER 16, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for October 16, 2018 to order at 6:05 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Dan Barney, second by Patricia Prosser, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers # 273 - 297, totaling $ 11,943.00, were duly audited.

Highway bills: vouchers # 160 - 178, totaling $ 160,561.52, were duly audited.

Street Lighting bill: voucher # 286, totaling $ 308.90, was duly audited.

Water District #8: vouchers # 30, 31, 34 & 35 totaling $ 1,073,417.98, were duly audited.

Water District # 9: vouchers # 32 & 33 totaling $ 3,024.40, were duly audited.

Special Water # 2: voucher # 13 totaling $ 725.00, was duly audited.

Special Water # 4: voucher # 14 totaling $ 10,903.50, was duly audited.

Special Water # 5: voucher # 15 totaling $ 6,956.25, was duly audited.

Special Water # 7: voucher # 16 totaling $ 6,391.48, was duly audited.

Motion by William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Town of Scriba Water Billing: Dan Barney read a letter from David Morgan about landlords being charged for their tenant’s unpaid water bills. After much discussion the matter was tabled. Supervisor Teifke will contact the Scriba Water Department to discuss options for possible changes in the way accounts are billed and/or unpaid bills are dealt with.

NEW BUSINESS

Heating Service Agreement: Motion by William Rombough, second by Patricia Prosser, to accept the proposal of Postler & Jaeckle to renew the HVAC Maintenance agreement for another year with no increase in cost. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Sexual Harassment Policy/Training: The state is requiring all municipalities to adopt a sexual harassment policy that meets curtain criteria and to hold annual training on it. The Town’s current policy does not meet these criteria. Mary Curcio will work with the Town’s attorney to do the training.

Fire Department Members: Motion by Patricia Prosser, second by William Rombough, to approve Christopher Fleming and Zachary Shear as new members of the fire department. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

2017 Audit Report: Jonathan Furgison of Furgison & Co., CPA, P.C. gave a report on the 2017 audit.

Water Billing for Water District # 8: The proposed policies for Water District #8 were reviewed and tabled for some additions. Dan Barney would like to see this policy adopted for all the water districts within the town.

Legislator’s Report: Legislator Patrick Twiss reported on the progress with the International Joint Commission. He stated that the bill is currently stuck in Senate.

Contract Negotiations: Motion by Dan Barney, second by William Rombough to enter into executive session to discuss contract negotiations for the Water Agreement with Mexico and the Union Contract at 7:02. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Motion by Mary Curcio, second by Patricia Prosser, to come out of executive session and re-enter regular session at 9:01. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.

Water Agreement with Mexico: Motion by Dan Barney, second by Patricia Prosser to authorize the Town’s Attorney to send a counter proposal to the Town of Mexico through their attorney. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Mike Prosser: Commented that a lot of landlords include the water in the rent.
