NEW HAVEN TOWN BOARD MEETING

HELD SEPTEMBER 18, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for September 18, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Dan Barney, second by William Rombough, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers # 224 - 272, totaling $ 13,265.56, were duly audited.

Highway bills: vouchers # 146 -159, totaling $ 65,681.49, were duly audited.

Street Lighting bill: voucher # 252, totaling $ 289.06 was duly audited.

Water District # 8 bills: vouchers # 28 - 29, totaling $ 16,507.30 were duly audited.

Motion by William Rombough, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Street Lighting: Motion by Patricia Prosser, second by Mary Curcio, to accept the contract with National Grid for street lighting. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Painting: Motion by Dan Barney, second by Patricia Prosser, to budget for painting the interior of the town hall in 2019 and to have the Town’s handyman do the work at an estimated cost of $4,746.00. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Town of Scriba Water Billing: The issue of landlords being held responsible for unpaid water bills incurred by their tenants without prior knowledge of the delinquency was discussed at length. No consensus was reached as to how to handle the issue. The matter was tabled.

Union Contract Negotiations: Motion by Patricia Prosser, second by Mary Curcio, to enter into executive session at 7:33 to discuss negotiations of the Union Contract. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by William Rombough, second by Dan Barney, to come out of executive session and reenter regular session at 8:17. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7 and Water District #8. ( Click to view document )

Leavitt Rd Pressure Issue: Jay Berkman reported that the water pressure issue on Leavitt Rd is better, but not right yet. He is continuing to work with Scriba Water to fix it.

Court Security: Motion by Mary Curcio, second by Patricia Prosser, to have a constable present at court starting immediately. The constable will be paid at his current rate. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Public Comment Session: Motion by Mary Curcio, second by Patricia Prosser, to Continue with the 3 minute limit for the public comment session with extensions at the discretion of the supervisor. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Highway Budget Resolution: Motion by Mary Curcio, second by Patricia Prosser, to accept the attached resolution authorizing transfer of funds to pay the lease payment for the highway plow truck. Budget Workshops: Budget workshops will be held on October 2nd, October 16th, and October 23rd at 5:00pm. An additional workshop will be held on October 30th if needed.

Public hearing on 2019 Budget: The public hearing on the 2019 budget will be held on November 7th at 5:00.
