NEW HAVEN TOWN BOARD MEETING

HELD AUGUST 21, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for August 21, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Dan Barney, second by William Rombough, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers #206-243, totaling $ 17,152.92, were duly audited.

Highway bills: vouchers #126-145, totaling $ 33,639.91, were duly audited.

Street Lighting bill: voucher #221, totaling $ 271.06, was duly audited.

Water District #8: voucher #27 totaling $ 89,266.00, was duly audited.

Water Service Area #6: voucher #12, totaling $ 19,787.50, was duly audited.

Motion by Patricia Prosser, second by Dan Barney, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Intermunicipal Water Service Agreement with Volney: Motion by William Rombough, second by Dan Barney, to enter executive session to discuss contract negotiations concerning the Water Service Agreement between the Town of Scriba, the Town of Volney and the Town of New Haven at 6:20. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by Patricia Prosser, second by Dan Barney, to Come out of executive session and reenter regular session at 6:34. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session. Motion by Patricia Prosser, second by Mary Curcio, to accept the Water Service Agreement between the Town of Scriba, the Town of Volney and the Town of New Haven, contingent on the inclusion of the changes and additions as proposed by the Attorney for the Town. Badger Sale: Motion by William Rombough, second by Mary Curcio, to accept the bid of $5600.00 for the badger listed on Auctions International. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

NEW BUSINESS

Water District Update: Ian Yerdon read the attached report on the progress on Water District #8 and Water Service Area #9.

Water District #8 Change Order: Motion by Dan Barney, second by William Rombough, to Accept Change Order # 1-3 for Water District #8. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Substantial Completion: Motion by Patricia Prosser, second by Mary Curcio, to accept the attached resolution to accept project as completed, Water District #8. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. ( Click to view document )

Restricted Highway St Rt 104 B: New York State Department of Transportation has notified the Town that State Route 104B will be a restricted highway until the end of the year while they replace a culvert.

Assessor Schooling: Motion by William Rombough, second by Patricia Prosser, to allow the assessor to attend the annual conference. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

New Fire Dept Member: Motion by Patricia Prosser, second by William Rombough, to approve Christopher Manzano as a new member of the New Haven Fire Department. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Painting: The hall needs to be painted. Quotes will be sought so that we can plan for it in the 2019 budget.

Street Lighting: National Grid has asked the Town to sign a new contract. There appears to be a discrepancy in the number of street lights with in the Town. The Town Clerk is looking into it. The Attorney for the Town has made some suggestions for changes in the wording in the contract. These recommendations will be forwarded to National Grid.

Position Research Committee Update: Motion by Dan Barney, second by William Rombough, to accept the final report of the Position Research Committee and to dissolve the committee. Water Billing and Landlords: Dan Barney stated that he didn’t agree with a landlord being held accountable for a Tennant’s water bill, and that he questions the legality of holding any party accountable for a bill that they did not generate, especially when the party getting stuck paying the bill was not even aware of the fact that they would be responsible for paying said bill. He went on to say that we need to introduce language and policy that holds the parties that generate the bill, responsible for paying said bill.

Union Contract Negotiations: Motion by Dan Barney, second by Mary Curcio, to enter into executive session at 7:15 to discuss the negotiations for the union contract. Motion by Mary Curcio, second by Patricia Prosser, to come out of executive session and reenter regular session at 8:02 Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.

Truck Payment: Motion by Mary Curcio, second by Dan Barney, to use $21,000.00 from the general fund unexpended fund balance and $15,000.00 from the highway unexpended fund balance to make this year’s payment on the 2018 truck. VISITORS

Mike Prosser: suggested that if one person holds multiple positions they be listed on separate budget lines. He also said that people running for election should be made aware of what the salary will be before the election, especially if the salary is going to be lower than the previous person’s salary.

Rhea Keller-Knitel: Asked when the Town needs letters from the residents in proposed Water Service Area #9 supporting the project.
