NEW HAVEN TOWN BOARD MEETING

HELD JULY 17, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for July 17, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by William Rombough, second by Patricia Prosser, to accept the minutes as presented. AUDIT OF TOWN BILLS ( Click to view document )

General bills: vouchers #181 - 205, totaling $ 11,737.17, were duly audited.
Highway bills: vouchers #112 - 125, totaling $ 53,191.80, were duly audited.
Street Lighting bill: voucher # 192, totaling $ 283.31, was duly audited.
Water Service Area # 7 bill: voucher # 24, totaling $ 7,084.47, was duly audited.
Water District # 8 bill: vouchers # 23, 25 & 26 totaling $ 82,824.99, were duly audited.
Motion by Patricia Prosser, second by Dan Barney, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Union Contract: Mary Curcio and William Rombough will negotiate the union contract on the Town’s behalf.

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #8 and Proposed Water Service Area #9.
Water Service Area #7 Budget Amendment: Motion by Patricia Prosser, second by William Rombough, to accept the attached resolution adjusting budget items for Water Service Area #7. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Water District #8 Change Order: Motion by Patricia Prosser, second by Dan Barney, to accept Water District #8 final over/under change order 1-2, adjusting the final contract price. Substantial Completion: Motion by Dan Barney, second by Mary Curcio, to accept Water District #8 as substantially complete. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Intermunicipal Agreement with Town of Volney: Tabled to allow the Town’s Attorney time to review it.
Fee for Water Connection Hardware Replacements: Motion by William Rombough, second by Mary Curcio, to charge a fee of $24.00 for any property owner in Water District #8 who requests a replacement set of tails. Highway Agreement of Municipal Cooperation with Village of Mexico: Motion by Dan Barney, second by Mary Curcio, to accept the Agreement of Municipal Cooperation with the Village of Mexico to share highway equipment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Position Research Committee Update: Mary Curcio gave the attached update on the progress of the Position Research Committee. Mary requested a budget workshop on August 21st at 5:00.( Click to view document )
Legislator’s Report: Patrick Twiss reported that the county is working on a resolution requesting Donald Trump review the current membership of the IJC and appoint qualified and proportionate riparian representation from the Lake Ontario and/or St Lawrence River communities. The resolution also asked Congress to establish a permanent disaster relief fund for flooding or drought impacts exacerbated by Plan 2014.

Kim Morgan: Came to the board with an issue with a neighbor who has been harassing her by playing loud music all day long among other things.
Paul Knittel: Asked about the progress on Proposed Water Service Area #9.
