NEW HAVEN TOWN BOARD MEETING

HELD JUNE 19, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for May 15, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by William Rombough, second by Dan Barney, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers # 111 - 144 totaling $ 44,219.37, were duly audited.

Highway bills: vouchers # 72 - 95, totaling $ 176,757.90, were duly audited.

Street Lighting bill: voucher # 130, totaling $ 307.03, was duly audited.

Water District # 7 bill: vouchers # 11 - 15, totaling $ 663,115.67, were duly audited.

Water District # 8 bill: voucher # 12 & 16, totaling $ 297,574.75 was duly audited.

Public Comment Session: The public comment session will continue to be held at the end of the meetings.

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7, Water District #8 and Water Service Area #9. ( Click to view document )

Water Pressure Issue: Some residents on Leavitt Rd are experiencing water pressure problems. The problem is being looked into and a possible solution sought.

Water Service Area #9 SEQR: Motion by Mary Curcio, second by Patricia Prosser, to accept the attached resolution assuming lead agency for the SEQR for Proposed Water Service Area #9. Water Billing Software: Motion by Patricia Prosser, second by Mary Curcio, to purchase water billing software from Williamson. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Assessor Workshop: There will be a special workshop meeting on May 29th at 6:00 to discuss plans for replacement of the current assessor when she retires in 2019.

Union Contract: The need to negotiate a new Union Contract was discussed. We need to decide who will negotiate on the Town’s behalf.

Fuel Bids: Motion by Patricia Prosser, second by William Rombough, to award the bid for Diesel Fuel and Diesel Fuel Winterized to Mirabito Energy Products. Dan Barney, Nay; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Stone, Gravel & Excavation Bids: Motion by Patricia Prosser, second by Dan Barney, to award the bid for limestone and excavation work to Duane Stevens Excavating and Trucking and to reject all bids for Gravel. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Sand for Sanding Roads: The Highway Superintendent reported that this will be the last year the County will be giving the Towns sand. They will increase the amount they pay the Town for plowing the county roads to cover the cost of purchasing sand for the county roads. He suggested the board start considering where to get sand from.

Auctions International: Motion by William Rombough, second by Dan Barney to advertize the 1996 Auto Car & 1988 Badger on Auctions International. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Planning Board Resignation: Motion by Patricia Prosser, second by William Rombough, to accept the resignation of Robert Parkhurst from the planning board. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

The Planning Board will interview people who are interested in filling the position and make a recommendation next month.

Historic Roadside Marker: The Town has been awarded a grant from the W. G. Pomeroy Foundation for a Historic Roadside Marker for Dempster Grove. It will be dedicated in August during the annual camp meeting.

Budget Amendment: Motion by Patricia Prosser, second by William Rombough, to accept the attached budget amendment DA1-2018 transferring money from the general and highway unassigned fund balances to the highway equipment fund to pay for the new Gradall. Motion by William Rombough, second by Mary Curcio, to accept the attached budget amendment A4-2018 increasing income and expenditure lines to accept the grant from the W. G. Palmary Foundation and pay for the historic road side marker. Dog Enumeration: Stephen Groh, who has been doing the Town’s dog enumeration, has resigned. Motion by Patricia Prosser, second by Mary Curcio, to Advertise for a replacement. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Audit Agreement: Motion by William Rombough, second by Patricia Prosser, to accept the proposal of Furgison & Co., CPA, P.C. to provide auditing services for Fiscal years ending December 2017 - 2019. Fire Department Member: Motion by Patricia Prosser, second by William Rombough, to approve Renee Fox as a new member of the New Haven Fire Department. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Personnel Matter: Motion by Dan Barney, Second by Mary Curcio, to enter executive session at 7:54 to discuss the employment history of a particular person, or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person. Motion by William Rombough, second by Mary Curcio, to come out of executive session and reenter regular session at 8:21. VISITORS

Patrick Twiss: Legislator Patrick Twiss reported that the Land Bank has taken possession of a property in New Haven, and will be fixing it up, and putting it on the market. He has the schedule for the County Shooting range used by the law enforcement officers in the county, in case anyone is interested. He talked about the flooding problem on the lake and efforts to address the cause. Fort Ontario is still being looked at for a National Park. Pat urged residents to send letters of support to their federal officials. The County is planning to build a new records center and is working on a new, more useful, website. The State is working on legislation to prohibit giving away e-cigs to children.

Rhea Keller Knittel: Thanked the board for moving ahead with WSA#9. She asked if the Comptroller could veto the water project. She was told they could. She asked the board to confirm her understanding of where the project is at this point. That being the engineers are working on the preliminary details of the project and preparing an application for Rural Development for funding. Other possible funding options were discussed. She asked the board to let her know if there was anything she could do to help.

Lisa Myers: Expressed her interest in getting water on Johnson Rd. Even at the currently anticipated cost it would be less expensive than maintaining the water system she currently has.

Joe Spereno: Asked why it was a new district rather than an extension of an existing district.

Betty Warren: Responded to Mr. Spereno that to be an extension, the people in the existing district would have to vote on it, and because the extension would raise the cost for the people in the existing district, it was not likely to pass.

Paul Knittel: Thanked the board for their work on the proposed district.
