NEW HAVEN TOWN BOARD MEETING

HELD APRIL 17, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for April 17, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Patricia Prosser, second by Dan Barney, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General Bills: vouchers #56 - 71, totaling $28,841.41, were duly audited.

Highway Bills: vouchers #56 - 71, totaling $15,935.90, were duly audited.

Street Lighting bill: voucher #92, totaling $321.90, was duly audited.

Water District #2 Bill: voucher #9 totaling $5,850.00, was duly audited.

Water District #3 Bill: voucher #8 totaling $323,384.00, was duly audited.

Water District #4 Bill: voucher #11 totaling $31,735.25, was duly audited.

Water District #5 Bill: voucher #10 totaling $22,096.87, was duly audited.

Water District #8 Bill: voucher #10 totaling $135,967.75, was duly audited.

Motion by Patricia Prosser, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Assessor: Warren Wheeler was present and talked to the board about what they are looking for the next assessor to do. Our current assessor is planning to retire in September 2019. Mr Wheeler is currently doing 5 towns. If the board decides to hire Mr. Wheeler they would may also need to hire a part time clerk. Mr. Wheeler will get back to the board with some dates he would be available to meet with the board in a workshop to discuss the matter.

Gradall: Motion by Patricia Prosser, second by Dan Barney, to accept the bid from Vantage Equipment for the purchase of a used 2012 Gradall at a cost of $158,600.00. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7, Water District #8 and Proposed Water Service Area #9. ( Click to view document )

Water Service Area #9 Area: With the recent increase in the interest rate the anticipated cost for all areas being considered for Water Service Area #9 are above the State Comptroller’s threshold. The public was invited to give their input on the area to be considered for Water Service Area #9. ( Click to view document )

Rhea Keller Knittel: Stated that the price of installing water will not be going down. She stated that she and her neighbors need the water. The issues they face are: when the Malone mine starts digging their water table is likely to be affected and the orchard that was recently planted on the road will be spraying their trees putting chemicals into the ground and the water.

Joe Spereno: Stated that his homeowners insurance was canceled because of not having a hydrant nearby. He said he has sulfur water and does not like bathing his young child in it.

Joy Lower: Stated that she lives on Co Rt 64 and wants water as do her neighbors. She talked about houses and lives that have been lost do to no hydrants and homes that have been saved because of the proximity to hydrants.

Motion by Dan Barney, second by William Rombough, to proceed with Water Service Area #9 to include: Johnson Rd, County Route 1, County Route 64, Lee Rd, Hanson Rd, and Sundown Rd. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

The Town’s Attorney asked residents in the proposed districts who want the water to submit letters to the Town stating that they are willing and able to pay the higher price for the water and the reasons and to submit the results of any water tests they have had done.

Standardize Water Meter Equipment: Motion by Patricia Prosser, second by Dan Barney, to pass the attached resolution to Standardize Town of New Haven Water Meter System/Equipment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Water Software: Motion by William Rombough, second by Patricia Prosser, to Standardize the Town’s software where possible to Williamson Law. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Cyber Insurance: Motion by Patricia Prosser, second by Dan Barney, to purchase Cyber Breach & Liability Coverage at a cost not to exceed $500.00. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Public Comment Session: A brief discussion was held concerning the public comment portion of the meeting to the beginning of the meeting. The possibility of holding one at the beginning of the meeting and a second at the end of the meeting was mentioned. The matter was tabled.

VISITORS

Mike Prosser: Has no preference as to rather the public comment session is at the beginning of the meeting or the end. He thanked the board for being gracious in allowing the public to comment during the meeting when appropriate.

Rhea Keller-Knittel: Agreed with Mike about the board allowing the public to speak during the meeting.

Joy & Shawn Lower: Appreciated the board listening to the public and voting to proceed with the water project.

Linda Bond-Clark: Stated that she appreciates the way the meetings are run, but would like to see people raise their hands and be recognized rather than just cutting in. She likes the public comment session at the end of the meeting because she often comes up with comments as the meeting progresses. She also stated that there are other funding options for the water and that the Town can do an independent survey to determine the median income. She stated that the expected cost for the proposed water district was a lot for our area. She feels that sending a letter out to people in the proposed water district is appropriate with the anticipated cost being above the Comptrollers threshold. She also stated that, in the current water project a water line on Hurlbut Rd was ripped out. She asked who pays for the repair. She was told the contractor is responsible for that.
