NEW HAVEN TOWN BOARD MEETING

HELD MARCH 20, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for March 20, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by William Rombough, second by Patricia Prosser, to accept the minutes as presented. AUDIT OF TOWN BILLS

General bills: vouchers # 56 - 80, totaling $13,900.94, were duly audited.
Highway bills: vouchers # 37 - 55, totaling $57,417.92, were duly audited.
Street Lighting bill: voucher # 57, totaling $343.30, was duly audited.
Water District # 7 bill: voucher # 6, totaling $10,701.85, was duly audited.
Water District # 8 bill: vouchers # 7 - 9, totaling $297,204.21, were duly audited.

Motion by William Rombough, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Violence in the Workplace Policy: Motion by Dan Barney, second by Mary Curcio, to accept the changes to the Violence in the workplace policy as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Budget Amendment WD#8: Motion by Patricia Prosser, second by William Rombough, to accept the attached resolution making changes to the budget for Water District #8. Comprehensive Plan Member Appointment: Motion by Dan Barney, second by William Rombough, to appoint Cynthia Giovo to the Comprehensive Plan Committee. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Agreement to Spend Highway Funds: Motion by Mary Curcio, second by Patricia Prosser, to sign the Agreement to Spend Highway Funds for 2018. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Gradall: Motion by Patricia Prosser, second by William Rombough, to purchase the 2012 Gradall the Highway Superintendant recommended. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Nay; Carried. Motion by Patricia Prosser, second by Mary Curcio, to rescind the previous motion to purchase the 2012 Gradall. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by Patricia Prosser, second by William Rombough, to authorize the Highway Superintendant to advertise bids for purchase of a Gradall for the Town of New Haven. Legislator Patrick Twiss: Gave information about the Gradual Tax exemption for Home/Building Improvements for homeowners that was just renewed by the County. The County just passed the Cold War exemption. The County recently approved a program to replace older Mobile Homes for qualifying Veterans.

Hazard Mitigation Plan: Gave an update on the Hazard mitigation plan and thanked Bob Parkhurst, Ron Marsden, Fred Wilbur, and Debra Allen for their participation. Final meeting possible at CITI Boces.

Dog Control Inspection: The inspection report for the Dog Control Officer and the Dog Control Shelter has been received from Ag and Markets. Everything is satisfactory.

Budget Amendments: Motion by Dan Barney, second by Mary Curcio, to accept the attached resolution # A-1 making changes to the general fund budget to cover the cost of the Dog Enumeration. Motion by Dan Barney, second by William Rombough, to accept the attached resolution # A-2 making changes to the general fund budget to cover the cost of the contract with the American Legion. Motion by Patricia Prosser , second by Mary Curcio, to accept the attached resolution # A-3 making changes to the general fund budget to cover the cost of the having a constable at all board meetings. Assessor: Tabled

Absenteeism At Meetings: Councilman Barney spoke regarding the number of meetings elected and appointed town officials are allowed to miss before being replaced and stated they should not be paid when they don’t show.

Personnel Issue: Motion by Dan Barney, second by William Rombough, to go into executive session at 7:30 to discuss the work history of a particular employee. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by Mary Curcio, second by Patricia Prosser, to come out of executive session and re-enter into regular session at 8:26. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session.

VISITORS

Mike Prosser: Made comment that he appreciated the fact that the Board is taking careful consideration when planning for upcoming water districts. He is happy to hear about a Cold War exemption.

Betty Warren: Asked about the bookkeeper attending meetings to answer questions made by the Town Board.

Linda Bond-Clark: Spoke about an article explaining that the lake level being up has decreased quality of the drinking water. She stated that she would rather get water from Mexico than Scriba. Stated that poverty levels have increased and income levels are coming down.

Josh Downing: Made a comment about how equipment is not made as well as it use to be. He made the suggestion that the board should take that into consideration when making equipment purchases.
