NEW HAVEN TOWN BOARD MEETING

HELD FEBRUARY 20, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for February 20, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Mary Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by Dan Barney, second by William Rombough, to accept them as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers #16-55, totaling $ 19,389.47, were duly audited.

Highway bills: vouchers #13-36, totaling $ 31,157.81, were duly audited.

Street Lighting bill: voucher #26, totaling $ 375.52, was duly audited.

Fire Protection: Vouchers # 22-23, totaling $ 228,891.00, were duly audited.

Water District #1: voucher #2 totaling $ 7,434.19

Water District #2: voucher #3 totaling $ 519.79

Water District #3: voucher #4 totaling $ 25,132.19

Water District #4: voucher #5 totaling $ 3,202.49

Water District #5: voucher #6 totaling $ 2191.23

Water District #6: voucher #7 totaling $ 1,901.97

Water District #7: voucher #5 totaling $ 40,655.52

Water District #8: voucher #2 & 4 totaling $ 8,258.61

Water District #9: voucher #3 totaling $ 5,000.00

OLD BUSINESS

Violence in the Workplace Policy: Tabled.

NEW BUSINESS

Water Service Area #7 Budget Amendment: Motion by Patricia Prosser, second by Dan Barney, to accept the attached resolution adjusting the budget for Water Service Area #7. 2016 Town Clerk/Court Audits: Has been received from Furgison and is on file at the Town Clerks office.

Fire Department Member: Motion by Patricia Prosser, second by Mary Curcio, to approve Winona Chartrand as a new member of the fire department. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

American Legion Contract: Motion by Mary Curcio, second by Dan Barney, to accept the attached contract with the American Legion to organize the Memorial Day Parade and put flags on the graves of the veterans buried in the Town. Town Clerk Conference: Motion by William Rombough, second by Mary Curcio, to allow the Town Clerk to attend the annual Town Clerk Conference. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Budget Amendment: Motion by Patricia Prosser, second by William Rombough, to accept the attached budget amendments #SW2-1 2018, SW3-1 2018, SW4-1 2018, SW5-1 2018 & SW6-1 2018, increasing income and expenditures to cover money collected in taxes and paid to the Town of Scriba for unpaid water. Berg Notice of Claim: The Town has received a Notice of Claim from the Estate of Christopher Berg. It has been turned over to the Town’s insurance company.

Property Taken by Eminent Domain: The Town has been notified that the State has taken a small piece of property, on St Rt 104B, that the Town has a right-of-way on by eminent domain.

Personnel Issue: Motion by Dan Barney, second by William Rombough, to go into executive session at 6:26 to discuss the work history of a particular employee. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. Motion by William Rombough, second by Patricia Prosser, to come out of executive session at 7:18 and re-enter regular session. Constable at Board Meetings: Motion by Patricia Prosser, second by Dan Barney to have a constable at all board meetings. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

VISITORS

Rhea Keller-Knittel: Asked about the proposed water district.

Mark Norton: Stated that he had received a flier in his mailbox. He said that the charges the flyer talked about were between the town official and the court. His concern was that the person who put it in his mailbox committed what he believed to be a felony. He also stated that not signing the flier was a gutless act.
