NEW HAVEN TOWN BOARD MEETING

HELD JANUARY 16, 2018

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for January 16, 2018 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Councilwoman Mary Curcio absent. Motion by Patricia Prosser, second by William Rombough, to accept the minutes as presented. Dan Barney, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers 1 - 15, totaling $ 37,582.27, were duly audited.

Highway bills: vouchers #1 - 12, totaling $ 37,582.27, were duly audited.

Street Lighting bill: voucher #2, totaling $ 343.45, was duly audited.

Water District # 6 bill: voucher # # 1 - totaling $ 54,212.50, was duly audited.

Water District # 8 bill: voucher # # 1 - totaling $ 967.50, was duly audited.

Motion by William Rombough, second by Dan Barney, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Noise Ordinance: No action taken. Legislator Patrick Twiss and the Town Supervisor will talk to the Undersheriff regarding enforcement of the current laws on the books, which could make a local law unnecessary.

Dog Enumeration: Motion by Patricia Prosser, second by Dan Barney, to do a dog enumeration, to pay the enumerator $3.00 per dog plus mileage, and to charge $10.00 enumeration fee for each dog found unlicensed during the enumeration. NEW BUSINESS

Water District Update: Ian Yerdon read the attached report on the progress on Water Service Area #7, Water District #8, and Water Service Area #9. The board asked him to request the engineers to look at 2 districts one being Co Rt 1, Lee Road, Mud Lake Rd & Sundown Rd. The other being Johnson Rd and any other roads that could be included.

Water Service Area #7 Change Order: Motion by Patricia Prosser, second by William Rombough, to approve change order #1-2 for Water Service Area #7 to purchase 3 meter pits. At a cost of $1,323. Dan Barney, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Water Service Area #7 Final Payment: Motion by Dan Barney, second by Patricia Prosser, to approve the final payment application of Highlander Construction in the amount of $40,655.52 and to make the payment. Dan Barney, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Resolution Authorizing Signature of Project Documents: Motion by Patricia Prosser, second by William Rombough, to accept the attached resolution authorizing the Supervisor or Deputy Supervisor to sign all necessary forms and paperwork, including Contractor’s Partial Payment Requests, on behalf of the Town for Water District #8. Dan Barney, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Tug Hill Conference: Motion by Patricia Prosser, second by Dan Barney approve up to 6 town officials to attend the Tug Hill Conference. Dan Barney, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Tax Bill Error: The percent of change in tax rates is incorrect on the tax bills. This does not affect the amount due. It is informational only, but does not give credit for the work done by the Town Board or County Legislature to lower the tax rates.

Violence in the Workplace Policy: Tabled to allow board members additional time to read the information obtained by Dan Barney on the subject. The Town Clerk will check with the insurance company on the proposed change.

Celebrations: The Town’s Attorney will work on a draft contract with the American Legion for organizing and managing the Memorial Day parade.

VISITORS

Mike Prosser: Is in favor of the enumeration. He asked if there are any checks & balances in place regarding mileage for the enumeration. Mike also stated that he feels the highway crew is doing a terrific job.

Rhea Keller-Knittel: was concerned that her comments made outside of the public comment period at prior meetings were not in the minutes. She would like to see her comments in the minutes. She is very interested in getting water on the Johnson Rd.

Betty Warren: asked who’s responsibility it is to enforce the no plowing across roads. She was told it is law enforcements responsibility.

Secil Brown: Asked about funding for the veterans.

Dan Allen: Gave an update on the Comprehensive Plan Committee. The committee was reminded that they need to turn in minutes for each meeting. He also said that he felt that a noise law boils down to enforcement.

REPORTS

Reports: Assessors, Code Enforcement Officer, Dog Control Officer, Town Clerk, and Supervisor reports to be posted.
