NEW HAVEN TOWN BOARD MEETING

HELD NOVEMBER 21, 2017

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for November 21, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Curcio, Councilwoman Patricia Prosser, and Supervisor Timothy Teifke present Councilman William Rombough absent. Motion by Patricia Prosser, second by Dan Barney, to accept the minutes as presented. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers # 300-333, totaling $ 42,461.42, were duly audited.

Highway bills: vouchers # 160-175, totaling $ 59,829.01, were duly audited.

Street Lighting bill: voucher # 314, totaling $ 307.82, was duly audited.

Water District # 7: voucher #48, 49, 52 & 54 totaling $ 396,258.12, were duly audited.

Water Service Area # 8: vouchers # 50, 51 &53 totaling $ 106,432.87, were duly audited.

Motion by Patricia Prosser, second by Mary Curcio, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Noise Issue: Documentation on the events concerning the noise issue on Green Road has been given to Kevin Gardner. He will discuss it with the County Sheriff.

Boat Launch: The Town Supervisor will send a letter to the Scriba Town Board inquiring about the possibility of residents of the Town of New Haven using the Scriba boat launch for a fee.

Crown Castle: Motion by Dan Barney, second by Mary Curcio, to accept the proposal of Caraccioli and Associates to represent the Town of New Haven in the matter of Crown Atlantic Co., LLC vs. Town of New Haven at an hourly rate of $180.00, and to give the Town Supervisor authority to sign the agreement. NEW BUSINESS

Water Service Area #7 Over/Under Change Order #1: Motion by Dan Barney, second by Patricia Prosser, to accept the Over/Under Change Order # 1 for Water Service Area #7. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Potential Water Supply: Dan Barney made a recommendation that the Town explore the feasibility of obtaining a right-of-way to the lake and establishing our own water supply. The issue was briefly discussed.

Water Service Agreement: Motion by Patricia Prosser, second by Dan Barney, to accept the attached Water Service Agreement between the Village of Mexico, The Town of Mexico and The Town of New Haven. Contract to Explore The Cost of Water Service Area #9: Motion by Patricia Prosser, second by Mary Curcio to accept the proposed contract with C2AE to explore the cost of forming proposed Water Service Area #9. The cost of the contract is $8,000.00. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Truck Purchase: Motion by Dan Barney, second by Mary Curcio to authorize the town supervisor to sign the contract with Sun First Equipment Finance to finance the new plow truck and to take the $ 49587.97 for the down payment from the equipment capital reserve fund. Letter from Mike Prosser: A letter was read from Mike Prosser regarding the current discussions regarding the building inspector and assessor. Dan Barney responded to the comments in the letter.

Committee to look at every position in the Town: Motion by Mary Curcio, second by Dan Barney to form a committee to look at every position in the Town. Mary Curcio will chair the committee. The other members will be Patricia Prosser, Betty Warren and Mike Prosser. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Building Inspector Inter-Municipal Agreement: Motion by Patricia Prosser, second by Dan Barney to accept the intermunicipal Cooperation agreement for Code Enforcement Services with the Town of Mexico. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Dog Law: One of the judges has suggested the Town consider changing the dog law allowing for dogs belonging to people who fail to answer their dog tickets to be seized. The matter was tabled.

Second Notice Fee: Motion by Patricia Prosser, second by Dan Barney, to accept the attached resolution adding a $2.00 fee to all tax bills for which a second notice is sent. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Year End/Organizational Meeting: Motion by Dan Barney, second by Patricia Prosser, to hold a year end/organizational meeting on January 2, 2018 at 6:00. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; Timothy Teifke, Aye; Carried.

Assessment Appraiser: Dan Barney and the town supervisor have been talking with Warren Wheeler. Warren Wheeler may be interested in working with our assessor to keep the assessments at 100% and may be interested in stepping into the assessor position when the current assessor retires in a couple of years.

Recordings of Town Board Meetings: A brief discussion of what to do with the recordings of the town board meetings was held.

VISITORS

Betty Warren: Expressed concern with the Amish vehicles that drive on the roads after dark. She also asked what could be done about the trashy looking places in town. The code enforcement officer adviser her to make a complaint and he would look into it.
