NEW HAVEN TOWN BOARD MEETING

HELD OCTOBER 17, 2017

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for October 17, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman Dan Barney, Councilwoman Curcio, Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Motion by William Rombough, second by Patricia Prosser, to waive the reading of the minutes and accept them as presented. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers # 265 - 299, totaling $ 12,260.90, were duly audited.

Highway bills: vouchers # 143 - 159, totaling $ 15,575.93, were duly audited.

Street Lighting bill: voucher # 281, totaling $ 293.66, was duly audited.

Water District # 4: voucher # 14, totaling $11,135.25, was duly audited.

Water District # 7: voucher # 46 totaling $ 434,530.93, was duly audited.

Water District # 8: vouchers # 43 - 44 & 47, totaling $ 8,035.47, were duly audited.

Motion by Patricia Prosser, second by William Rombough, to accept the bills as presented and to authorize their payment. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Noise Ordinance: A petition has been received containing 56 signatures in favor of a noise disturbance ordinance. The matter was tabled. Supervisor to talk to law enforcement.

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7 and Water District #8 and the potential for forming Water Service Area #9. C2AE will get a price for doing the study for Water Service Area #9.

Standardization of Meter Equipment: Motion by Patricia Prosser, second by Dan Barney, to accept the attached resolution standardizing water meter equipment for Water Service Area #7.

Water Service Area #7 Budget Adjustment: Motion by William Rombough, second by Mary Curcio, to accept the attached resolution adjusting budget items for Water Service Area #7. Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Inspector Approval WSA#7: Motion by Patricia Prosser, second by William Rombough, to approve C2AE using Chris Peters as an inspector for Water Service Area #7. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

WD#8 Bids: Motion by Dan Barney, second by William Rombough, to accept the attached resolution awarding the bid for construction of Water District #8 to the low bidder, F. Rizzo Construction for $841,895.00. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Audit of 2016 Books: Jonathan Furgison gave a report on the audit of the supervisor’s books for 2016.

Board of Assessment Review Member Appointment: Motion by Patricia Prosser, second by William Rombough, to re-appoint Mark Slosek to the Board of Assessment Review. His term will expire September 30, 2022. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Additional Budget Workshops & Public Hearing on Budget: Motion by William Rombough, second by Patricia Prosser, to change the time of the October 23rd budget workshop from 5:00 to 6:00 and to hold an additional budget workshop on October 26th at 6:00 and a public hearing on the 2018 budget on October 30th at 6:00. McFee Contract: Motion by Patricia Prosser, second by William Rombough, to accept the contract with the Donald McFee Memorial Ambulance Service in the amount of $19007.90 to provide ambulance service for the Town for 2018. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Line Trees: Last month Linda Bond-Clark approached the board asking them to pass a local law concerning the cutting of trees on property lines. No other towns in the county have such laws. The matter is a civil issue.

Budget Amendments: Motion by William Rombough, second by Patricia Prosser, to approve the attached budget amendment # A4-2017 transferring money from the planning board contractual to the equipment fund for the purchase of a laptop computer. Motion by Patricia Prosser, second by Mary Curcio, to approve the attached budget amendment # A5-2017 increasing the income from tax collection fees and the buildings (Town Hall) contractual and decreasing the contingency fund Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Heating Maintenance Agreement: Motion by Dan Barney, second by Mary Curcio, to approve the annual maintenance agreement with Postler & Jaeckle for the heating system contingent upon them adding that they will do preventive maintenance on the equipment at least twice a year to the agreement. Boat Launch: A letter has been received from Raymond Swope asking the town to petition the Town of Scriba to allow Town of New Haven residents to use the Scriba boat launch for an annual fee.

Economic Alliance Grant: Mary Curcio explained about a Economic Alliance Grant that was available to help alleviate poverty.

Paving Grant: Highway Superintendent Parkhurst reported that the town has received the grant money for paving the parking lot.

Crown Castle Assessment: Motion by Patricia Prosser, second by William Rombough, to enter into executive session at 7:09 to discuss strategy for an ongoing legal suit with Crown Castle Dan Barney, Aye; Mary Curcio, Aye: Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

Motion by Patricia Prosser, second by William Rombough, to come out of executive session and reenter regular session at 8:28. Dan Barney, Aye; Mary Curcio, Aye; Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried. No decisions were made in executive session. Motion by Mary Curcio, second by Patricia Prosser to authorize the Town’s Attorney to look into the cost of hiring an attorney with more expertise in handling assessment matters to defend the Town in the Crown Castle lawsuit contesting the assessment of their cell tower.

Recording of Board Meetings: Motion by Dan Barney, second by William Rombough, it be town policy to record all town board meetings, with the exception of executive sessions and in the event of circumstances beyond our control.
