NEW HAVEN TOWN BOARD MEETING

HELD SEPTEMBER 19, 2017

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for September 19, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilman William Rombough, Councilman James Vergos, and Supervisor Timothy Teifke present. Councilwoman Patricia Prosser absent. Motion by William Rombough, second by James Vergos, to waive the reading of the minutes and accept them as presented. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General Bills: vouchers #, totaling $15,511.66, were duly audited.

Highway Bills: vouchers # 126-142, totaling $188,354.03, were duly audited.

Street Lighting Bill: voucher # 248, totaling $279.65, was duly audited.

Water District # 2: voucher # 12, totaling $850.00, was duly audited.

Water District # 5: voucher # 13, totaling $7,096.87, was duly audited.

Water District # 7: vouchers # 37, 38, 40 & 42, totaling $5,512.95, were duly audited.

Water District # 8: vouchers # 39 & 41, totaling $920.74, were duly audited.

Motion by James Vergos, second by William Rombough, to accept the bills as presented and to authorize their payment. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

First Aid Training: One of the local firemen can do the training and is willing to do it for free. It will be offered to all employees on a voluntary basis.

Planning Board Computer: A computer that is satisfactory to the planning board has been found for under $500.00. The procurement policy requires two verbal quotes and it does not require pre-approval of the board. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

NEW BUSINESS

Water District Update: Ian Yerdon gave the enclosed report on the progress of Water Service Area #7 and Water District #8. (Click to view Water Update document)

Resolution Authorizing Supervisor to Sign Papers: Motion by James Vergos, second by William Rombough, to adopt the attached resolution authorizing the Town Supervisor or Deputy Supervisor to sign all necessary forms and paperwork for Water Service Area #7, on behalf of the Town of New Haven subject to approval by the Town Board. Dispensation for Hours: Motion by James Vergos, second by William Rombough, to accept the application for dispensation for hours from Highlander Construction. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried. The Town should get a copy of the State’s approval.

Budget Workshops: Budget workshops will be held on October 9th, and 16th at 5:00 with an additional workshop being held on October 23rd if needed.

Budget Amendment: Motion by William Rombough, second by James Vergos to approve the attached budget amendment # DA-2 2017. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried. (Click to view Budget Amendment document)

NY Paid Family Leave: The NY Paid Family Leave is optional for towns. No action taken.

Sticks Liquor License Renewal: Sticks Sports Bar and Grill has informed the Town of its intention to renew its liquor license. Motion by William Rombough, second by James Vergos, to not oppose the renewal.

County Multi-Jurisdictional Hazard Mitigation Plan: Supervisor Teifke and William Rombough will be attending the kick-off meeting to update the Oswego County Multi-Jurisdictional Hazard Mitigation Plan on Sept 27, 2017

Fire Dept Fundraiser: Motion by James Vergos, second by William Rombough, to approve the New Haven Fire Corporation’s request to hold a “Fill the Boot” fundraiser on October 8th. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Fire Dept New Members: Motion by James Vergos, second by William Rombough, to approve the New Haven Fire Corporation’s new members. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Noise Ordinance: Motion by James Vergos, second by William Rombough to have the Town’s Attorney prepare a proposed local law regulating noise in the Town of New Haven and to hold a special meeting at 5:00 on October 9th prior to the budget workshop to review the local law and call a public hearing on the proposed law. William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Councilman Resignation: James Vergos has submitted his resignation from the Town Board effective at 10:00 PM on September 19, 2017, due to the sale of his home. He will be moving to PA to be closer to his new grandchild. He thanked the board and the Town for allowing him to serve on the board.

Appointment of New Board Members: Motion by William Rombough, second by James Vergos, to appoint Dan Barney and Mary Curcio to the two vacancies on the town board as they are the only two on the ballot for the November election. The appointments are effective September 20, 2017 and expire December 31, 2017. The positions will then be filled in the November election. VISITORS

Linda Bond-Clark: Has had a problem with line trees being cut on her property line. She was told by the DEC that she should see if the Town has a local law covering this. New Haven has no such law. The surrounding towns will be surveyed to see if any of them do. Linda asked about changing the law pertaining to the required road frontage required for a building lot, when the lot expands out into a large lot behind another parcel.

Reports: Dog Control Officer, Code Enforcement Officer, Assessors, Town Clerk, and Supervisor reports to be posted.
