NEW HAVEN TOWN BOARD MEETING HELD AUGUST 15, 2017

CALL TO ORDER
Supervisor Timothy Teifke called the monthly meeting for August 15, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilwoman Patricia Prosser, Councilman William Rombough, and Supervisor Timothy Teifke present. Councilman James Vergos absent. Motion by Patricia Prosser, second by William Rombough, to waive the reading of the minutes and accept them as presented. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS
General bills: vouchers #205 - 234, totaling $12,907.40, were duly audited.
Highway bills: vouchers #106 - 125, totaling $23,871.35, were duly audited.
Street Lighting bill: voucher #218, totaling $263.99, was duly audited.
Water District #6 bill: voucher #34, totaling $109,892.28, was duly audited.
Water District # 7 bill: voucher #35, totaling $885.14, was duly audited.
Water District # 8 Bills: vouchers #33 & 36, totaling $11,888.05, were duly audited.
Motion by William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS
Recording System: Motion by William Rombough, second by Patricia Prosser, to except the proposal of Computer Outlet North for a Philips Digital Meeting Recording System for $1149.00 including setup and configuration contingent on the unit being installed shortly before the board meeting and having 30 days that it can be returned in. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Projector / Computer: Tabled
Tax Cap - Water Districts: Mark See explained how the tax cap works and how the new water districts affect it. The pros and cons of delaying Water District #8 were discussed. Motion by William Rombough, second by Patricia Prosser to proceed with Water District #8 and to take out a one year BAN. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Local Law # 3 of 2017: Motion by Patricia Prosser, second by William Rombough, to enact the attached, Local Law #3 entitled “Prior Written Notice Statute”. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Local Law # 4 of 2017: Motion by Patricia Prosser, second by William Rombough to enact the attached, Local Law #4 entitled “A Local Law Providing for Enactment of the New York State Legislation and Titled “Lake Ontario and Connected Waterways Assessment Relief Act”. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.

NEW BUSINESS
Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7 and Water District #8.
First Aid Training: Town clerk to look into who can do basic first aid training for the Town employees and cost.
Marriage License Fee: Motion by Patricia Prosser, second by William Rombough, to pass the attached resolution increasing the fee for marriage licenses from $30.00 to $40.00. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Fire Dept Fund Raiser: Motion by William Rombough, second by Patricia Prosser, to approve the fundraiser proposed by the Fire Dept. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Budget Amendments: Motion by Patricia Prosser, second by William Rombough, to approve the attached budget amendment A-3 2017, increasing the grievance board budget by $363.00 and DA-1 2017, increasing the highway fund interest revenues by $350.00 and the expense accounts for unemployment by $200.00 and disability insurance by $150.00. Patricia Prosser, Aye; William Rombough, Aye; Timothy Teifke, Aye; Carried.
Richard Taylor Notice of Claim: A notice of claim has been received from Richard Taylor regarding a culvert the highway department replaced on Shore Oaks Dr. The insurance company is investigating.

VISITORS

Betty Warren: Asked the board to consider passing a noise ordinance. She is having trouble with loud music at all hours.
