NEW HAVEN TOWN BOARD MEETING HELD JULY 18, 2017

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for July 18, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilwoman Patricia Prosser, Councilman William Rombough, Councilman James Vergos, and Supervisor Timothy Teifke present. Motion by James Vergos, second by Patricia Prosser, to waive the reading of the minutes and accept them as presented. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

 

AUDIT OF TOWN BILLS

General bills: vouchers #177- 204, totaling $11,044.12, were duly audited.

Highway bills: vouchers #95- 105, totaling $12,183.99, were duly audited.

Street Lighting bill: voucher #190, totaling $ 264.81, was duly audited.

Water District # 7 bill: voucher #32, totaling $1,554.77, was duly audited.

Water District # 8 Bills: vouchers #30 - 31, totaling $4,407.49, were duly audited.

Water District #6 bill: voucher #11, totaling $20,212.50, was duly audited.

Motion by William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Automated External Defibrillator: Motion by James Vergos, second by Patricia Prosser to purchase a Philips Automated External Defibrillator from Amazon for $1,199.00 Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Recording System: Tabled to verify return policy.

 

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7 and Water District #8.

Water Service Area #7 Bid Award: Motion by James Vergos, second by William Rombough, to accept the attached resolution awarding the contract for construction of Water Service Area #7 to the low bidder, Highlander Construction, Inc in the amount of $794,562.50. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Water District #8: Water District #8 may need to be put off until next year to avoid going over the tax cap. The matter was tabled to consult further with the Town’s budget advisor and Fiscal Advisors who are getting the bids on the Bond Anticipation Note for the district.

Drainage Issue: The Drainage Issue with the pond that is partly on the Town’s property and partly on the Frost property was discussed with no action taken.

Assessor School: Motion by William Rombough, second by James Vergos, to allow the assessor to attend the Assessor Conference. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Future Assessor: The current assessor is planning to retire at the end of her contract which expires September 2019. Supervisor Teifke stated that the board needs to start considering options for replacement.

Prior Written Notice Statute: The Town’s insurance company has recommended that we pass a local law requiring prior written notice of road defects before the Town is responsible for damage to vehicles. Motion by Patricia Prosser, second by James Vergos to hold a public hearing on proposed Local Law # 3 of 2017 in titled “ A local law providing for written notification of defects and obstructions on town highways, bridges, streets, sidewalks, crosswalks and culverts in the Town of New Haven” at 5:45 PM on August 15, 2017. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Lake Ontario and Connected Waterways Assessment Relief Act: New York State has passed a local law that could give assessment relief to qualified homeowners affected by the flooding on Lake Ontario. However, the Town would have to pass a local law within 45 days for qualified homeowners within the town to take advantage of it. The Town’s Attorney is looking into it.

Comprehensive Plan Progress: The chairman and co-chairman of the Comprehensive Plan Committee were present and were asked about the results of the survey they sent out. They stated that they had received relatively few responses and would provide the board with the results.

Linda Bond-Clark: Stated that the planning board would like a laptop computer connected to a ceiling mounted projector for use during planning board meetings. The town clerk has requested a quote on the computer, but has not received it yet.
