NEW HAVEN TOWN BOARD MEETING HELD MAY 16, 2017

 

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for May 16, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilwoman Patricia Prosser, Councilman William Rombough, Councilman James Vergos, and Supervisor Timothy Teifke present. Motion by Patricia Prosser, second by James Vergos, to waive the reading of the minutes and accept them as presented. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

 

AUDIT OF TOWN BILLS

General bills vouchers #112 -144, totaling $ 30,933.33, were duly audited.

Highway bills vouchers #58 -77, totaling $ 25,395.00, were duly audited.

Street Lighting bill voucher #135, totaling $ 301.17, was duly audited.

Water District # 6 bill voucher # 19, totaling $ 75, was duly audited.

Water District # 7 bills vouchers #17 & 20, totaling $ 2,834.13, were duly audited.

Water District # 8 Bills vouchers # 18 & 21, totaling $ 19,201.87, were duly audited.

Motion by William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

 

OLD BUSINESS

Local Law #1 of 2010: Motion James Vergos, second by William Rombough, to adopt the proposed amendment to Local Law #1 of 2010 entitled “Local Law #1 of the year 2010. This Local Law shall be known as "Local Law Providing for the Administration and Enforcement of the New York State Uniform Fire Prevention and Building Code and Repealing and Replacing Local Law # 1 of 1988 as amended May 16, 2017. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Water District #8 BAN Bid: The Town’s attorney has given his approval of the contract with Fiscal Advisors & Marketing, Inc. to act as financial advisor to the Town to provide services relating to the issuance of a Bond Anticipation Note for Water District #8.

 

NEW BUSINESS

Water District Update: The attached report on the progress on Water Service Area #7 and Water District #8 was read.

Flooding: The National Weather Service is forecasting that Lake Ontario will rise another 4 inches by June 12. Anyone along the lake that needs sandbags should contact the Highway Superintendent. The County Department of Health is advising residents in the affected area that are on wells to have their water tested before drinking it. They also advise residents in the area not to have their septic tanks pumped until the ground around it has dried out as the heavy wet soil could collapse the septic tank.

 

REPORTS

Reports: Dog Control Officer, Code Enforcement Officer, Assessors, Town Clerk, and Supervisor reports to be posted.

 

REVAL PRESENTATION

Colleen Bourdage and Kristina Nunez of the Syracuse office of NYS Taxation and Finance gave a presentation on how the assessment process works and answered questions from the public.

VISITORS

Dan Barney: Addressed the board regarding the assessor changing her story as to why she could not do the reval instead of the Town hiring a contractor. He said that the Town could have had her trained by now and she would be able to keep the town at 100% assessment from now on.

Mary Curcio: Agreed that the assessor should be trained to do the valuations.
