NEW HAVEN TOWN BOARD MEETING HELD APRIL 18, 2017

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for April 18, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilwoman Patricia Prosser, Councilman William Rombough, Councilman James Vergos, and Supervisor Timothy Teifke present. Motion by James Vergos, second by Patricia Prosser, to waive the reading of the minutes and accept them as presented. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers #86 -111, totaling $ 38,787.02, were duly audited.

Highway bills: vouchers #44 -57, totaling $ 21,954.12, were duly audited.

Street Lighting bill: voucher #101, totaling $ 325.18, was duly audited.

Water District # 4 bill: voucher # 10, totaling $ 31,360.25, was duly audited.

Motion by William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Local Law #1 of 2010: Motion by James Vergos, second by Patricia Prosser to hold a public hearing on May 16, 2016 at 5:45 on the proposed amendment to Local Law #1 of 2010 entitled “Local Law #1 of the year 2010. This Local Law shall be known as "Local Law Providing for the Administration and Enforcement of the New York State Uniform Fire Prevention and Building Code and Repealing and Replacing Local Law # 1 of 1988 as amended May 16, 2017." This amendment removes section 5 (b) and replaces it with “No building permit shall be required for work which is exempt from the requirement of Building Permits as set forth in the New York State Uniform Fire Prevention and Building Code and any amendments thereto.. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Water District #8 BAN Bid: Motion by Patricia Prosser, second by William Rombough, to approve the proposal of Fiscal Advisors & Marketing, Inc. to bid the BAN for Water District #8 pending approval of the Town’s Attorney. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Crime Victims Rights Week: A small ceremony was held on April 5th Proclaiming April 2nd - 8th Crime Victims’ Rights Week. The attached proclamation was read.

 

NEW BUSINESS

Water District Update: Jay Berkman read the attached report on the progress on Water Service Area #7 and Water District #8.

Water District # 8 Subsurface Investigation: Motion by James Vergos, second by Patricia Prosser, to accept the proposal of Northeast Specialized Drilling, Inc to do subsurface investigation for Water District #8. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Standard Work Day: Motion by Patricia Prosser, second by William Rombough to accept the attached Standard Work Day and Reporting Resolution for Elected and Appointed Officials. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Petty Cash for Court: Motion by James Vergos, second by William Rombough, to accept the attached resolution establishing a petty cash fund for the court for the purpose of making change. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Insurance Renewal: Motion by James Vergos, second by Patricia Prosser, to hold the check for the insurance renewal until a representative meets with the board to explain the policy. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Cidery: Fred Fanning has informed the Town that he would like to start a farm cidery at 35 Burton Drive. The Building Inspector has sent a letter to Mr. Fanning asking for more details.

Reval: Mike Maxwell of Maxwell Appraisals explained the increase in assessments in the town. According to the state assessments need to increase across the town by 12% due to the increase in selling prices for properties in the town. Motion by Timothy Teifke, second by William Rombough to appeal the assessments with the state. Patricia Prosser, Nay; William Rombough, Nay; James Vergos, Aye; Timothy Teifke, Aye; Motion failed. Motion by Patricia Prosser, second by William Rombough to look into the appeal process and schedule a special meeting as soon as possible to make a decision on the matter. VISITORS

Linda Bond-Clark: Stated that Oswego County is the poorest county in the state and the increase in price for sales of older mobile homes may be due to the fact that that is all they can afford.

REPORTS

Reports: Dog Control Officer, Code Enforcement Officer, Assessors, Town Clerk, and Supervisor reports to be posted.
