NEW HAVEN TOWN BOARD MEETING HELD MARCH 21, 2017

CALL TO ORDER

Supervisor Timothy Teifke called the monthly meeting for March 21, 2017 to order at 6:00 p.m. at the New Haven Town Hall. Roll call: Councilwoman Patricia Prosser, Councilman William Rombough, Councilman James Vergos, and Supervisor Timothy Teifke present. Motion by James Vergos second by Patricia Prosser, to waive the reading of the minutes and accept them as presented. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

AUDIT OF TOWN BILLS

General bills: vouchers #56 - 85, totaling $ 40,777.01, were duly audited.

Highway bills: vouchers #25 - 43, totaling $ 40,317.42, were duly audited.

Street Lighting bill: voucher #64, totaling $ 321.84, was duly audited.

Water District #1: voucher #9, totaling $1,589.18, was duly audited.

Water District # 2: voucher # 7, totaling $ 5,975, was duly audited.

Water District # 3: voucher # 1 & 6, totaling $ 345,058.05, were duly audited.

Water District# 4: voucher # 3, totaling $ 2,656.63, was duly audited.

Water District # 5: voucher # 4 & 8, totaling $ 22,636.77, were duly audited.

Water District # 6: voucher #11, totaling $ 375.00, was duly audited.

Capital Improvement WSA #6: voucher #5, totaling $ 686.59, was duly audited.

Capital Improvement WSA#7: vouchers #12, 14 & 16, totaling $ 4,785.74, were duly audited.

Capital Improvement WD#8: vouchers # 13 & 15, totaling $ 7,946.67, were duly audited.

Motion by, William Rombough, second by Patricia Prosser, to accept the bills as presented and to authorize their payment. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

OLD BUSINESS

Town Clerk 2015 & Court 2014 & 2015 Audits: Jonathan Furgison of Furgison & Co., CPA, P.C. explained the reports for the Town Clerk 2015 audit and the Court 2014 & 2015 audits.

NEW BUSINESS:

Water District Update: Jay Berkman gave the attached report on the progress of Water Service Area #6 & 7 and Water District #8

Water Service Area #6 Budget Amendment: Motion by James Vergos, second by Patricia Prosser to accept the attached resolution adjusting budget items for Water Service Area #6. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

2016 Audit: Motion by James Vergos, second by William Rombough, to accept the proposal of Furgison & Co. CPA to audit the Town’s books for 2016 including the town clerk and court books. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Increase in Insurance Coverage: Rural Development has requested the Town increase its fidelity coverage for Water Service Area #7 and Water District #8. Tabled to get rates.

Town Clerk & Highway Superintendent Schooling: Motion by Patricia Prosser, second by William Rombough, to allow the town clerk and highway superintendent to attend schooling. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried

Security for Grievance: Motion by James Vergos, second by Patricia Prosser, to arrange for security for grievance day and when the assessor is setting the roll. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Historic Roadside Marker: The W. G. Pomeroy Foundation has awarded the Town a grant for a historic roadside marker commemorating the bicentennial of the New Haven Congregational Church and the abolitionist work of the church.

Agreement to Spend Town Highway Funds: Motion by James Vergos, second by William Rombough to accept the agreement to spend town highway funds for 2017. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

Municipal Shelter Inspection: The State has inspected the Dog Control facilities and has found everything to be satisfactory. The Municipal Shelter Inspection Report is on file in the Town Clerk’s Office.

Budget Amendments: Motion by Patricia Prosser, second by James Vergos, to accept the attached budget amendments # A-1 2017 and A2 - 2017 transferring money to pay for the County History books sold by the Town and the historic roadside marker the Town received a grant for. Patricia Prosser, Aye; William Rombough, Aye; James Vergos, Aye; Timothy Teifke, Aye; Carried.

National Crime Victims' Rights Tree Planting: Oswego County Opportunities has requested permission to plant a tree during this year’s National Crime Victims’ Rights Week in the Town of New Haven. The Heidi Allen garden was suggested as a possible location. The town clerk’s office will see if this is possible and make any necessary arrangements.

Highway Supervisor Activities: The highway superintendant reported that he spent a day in Albany with highway superintendants from across the state recently. He said it is expected that the amount of CHIPS money the towns get will increase this year.

VISITORS

Legislator Kevin Gardner: talked about the land bank, the marine sanctuary and other programs the County is working on.

Dan Allan: invited the board to the next comprehensive plan committee meeting on April 5th at 7:00. He also asked about the CAC.

REPORTS

Reports: Dog Control Officer, Code Enforcement Officer, Assessors, Town Clerk, and Supervisor reports to be posted.
